Prepare the speech until the words are automatic
The most effective anxiety reduction is familiarity. When you know the content so well it's automatic, there's less cognitive load during delivery and less for the nerves to disrupt.

Four seconds in, hold for four, out for six — three or four times while still seated. This activates the calming branch of your nervous system and noticeably reduces physical symptoms.
Accept that your voice will shake at the start
